Legal characterization of the State's right over the public funds in the Iraqi law

Pages 37-57

Firas Mohammed Shahab

Abstract The study revolves around how the Iraqi legislator adopts the theory of public funds. The issue of determining the State's right and public moral persons over public funds is one of the most precise issues that have been disputed in jurisprudence and legislation .As jurisprudence was divided into two main trends; The first one denies the state's property right and believes that it just has the right of supervision, saving and maintenance for the benefit of all personnel .The other trend is that the State's property right over public funds is a fact and not just supervision ,saving and maintenance. Perhaps it is necessary to recognize the State's property right over public funds as this accomplishes significant benefits and solve many practical problems that remain unresolved in denial of this right. The most significant benefit is identifying the responsible person for maintenance and saving of public funds, as well as identifying the responsible person for compensation for damages that may resulted from wasting the public funds, which requires enacting a law to regulate the law provisions of state funds in Iraq.

Abstract There is no doubt that sudden changes in the behavior of the dynamic system greatly affect the choice of the appropriate model to represent this behavior, hence the importance of detecting the points of change in the behavior of the dynamic system. A random correlation test was used to answer the following questions: To determine whether the changes in the dynamic system were random changes or not? If the changes are random, what is the number of change points in the system? Where the researcher contributed to the use of the mode with the principle of Minimum Description Length (MDL) to address the problem of finding the sites of points of change in the systems of linear dynamic stochastic unstable and find the appropriate model for each of the sections of the system after the division at the points of change sites, Programs written in a system language (MATLAB) have been used In the detection of changes in the behavior of the locomotive system and the times they occur through simulations. The results obtained by the application showed that it is a good and efficient way to estimate the location and number of points of change.

Mahdi Saber Raza

Abstract This study was carried out in Rizgary Teaching Hospital, Erbil, Iraq from January to December 2016. To measure the prevalence of strokes in the Iraqi Kurdish population, and to identify stroke risk factors. A sample of 73 patients was taken; 39 female and 34 male. The classical Cox-proportional hazard model were used and analyzed to find the mortality and hazard rates, and determine the significant factors. The information about the patients were gathered from official hospital records, includes age, gender, smoking, alcohol drinking, family history and marital status. Cox- regression analysis showed age, smoking and gender had a significant factors on the brain stroke. Based on that we modeled the proportional hazard regression model which shows that the survival function for the female smokers aged 76 at entry is always lower than that for the male smoker aged 66 at entry as long as the other covariates are identical. However, the survival function for the female smokers aged 66 at entry is always lower than that for the male nonsmoker aged 76 at entry.
