Talking about the importance of environmental quality represent extravagance over many countries levels, especially developing countries, until seventh decade period of last century, which witnessed convene united nations environment conference in Stockholm in 1972, but a lot of common ideas about suitability between economic development and environment protection were changed.
The environment has very important for many international organizations , so increased the important of environmental performance planning and determining its dimensions , to facilitate the process of environment performance measurement and compare it with planned ,and declare about environment performance to reach whole evaluation of environmental performance, based on this situation , the importance and goals of research begin with support the competitive situation of organization , and to appearance the efficiency of environmental performance plans and execute it, measure and evaluate the environmental performance to reach the activation of environment performance evaluation fields .
