Abstract
in terms of absence of the appropriate government procedures to facilitate the exercise of the business activities and the good governance indicators, The absence of supportive climate for the development of the private sector activity in the Iraqi economy contributed to the weakening of private investment in the real production sectors, especially in the sectors of agriculture and manufacturing, thus it made the Iraqi economy over dependent on the oil sector and the economic growth linked with the fluctuations in the oil prices, which is an Exogenous variable.
